Rita Cameron Wedding, Ph.D., nationally recognized authority on implicit bias and developer of the widely used Implicit Bias-Impact on Decision-Making curriculum, will be the keynote speaker. Read Dr. Cameron Wedding's biography.


  • To enhance equity for diverse communities by supporting skill building for holistic practice, addressing implicit bias, and working with intersectionality 
  • To learn from individuals impacted by the child welfare system and their perspectives on creating change to enhance equity 
  • To support implementation of the California Child Welfare Core Practice Model


Before the CalSWEC Title IV-E Summit, Title IV-E Student Day and the Title IV-E Field Institute each was separately convened.

The Title IV-E Student Day was designed to be an educational conference and networking opportunity for IV-E students throughout the state. Since it was first convened in 1998, Student Day has been key to the IV-E student experience. Historically, the one-day event has been directed by a student planning team and has featured a keynote speaker, workshops centered around a theme, and vendors offering information related to child welfare social work practice, including NASW membership and county employment opportunities.

The Title IV-E Field Institute is considered by many as the Student Day equivalent for Title IV-E project coordinators, county administrators and supervisors, Tribal/Indigenous partners, and other stakeholders in the field. The Institute was designed to bring together key partners to gather knowledge, tools, and resources to enhance the delivery of field instruction to Title IV-E MSW students, while also focusing on a theme. CalSWEC has hosted the Title IV-E Field Institute since June 2013.

The idea to combine these major IV-E conferences took shape during the summer of 2016; the 2017 CalSWEC Title IV-E Summit is the result. The rationale for this innovation was to enhance networking opportunities, broaden statewide perspectives, and streamline logistics and event implementation. This new format and increased attendee base (an estimated 350 guests) will provide students the opportunity to learn from a variety of statewide perspectives, hear from a spectrum of counties and field instructors, and gain a richer understanding of the child welfare landscape.
