Bridging Research and Practice

Evaluation and research have been integral to CalSWEC since its inception, particularly as they relate to improving California's child welfare social work practice. CalSWEC's ongoing evaluation efforts, aligned with its Mission and Goals, were developed to assess the impact of its training on California's child welfare workforce.

CalSWEC's evaluation, research, and implementation activities fall within two areas:

  1. Ecological Model for Workforce Development, and
  2. Other Child Welfare Services-Related Evaluation activities

Ecological Model for Workforce Development

Previously covered under CalSWEC's Evaluation Framework, research and evaluation of social work workforce development is now subsumed in CalSWEC's recently developed longitudinal Ecological Model for Workforce Development (below).

CalSWEC's Ecological Model for Workforce Development

The model depicts the contributions of education, in-service training, and organizational supports, among such other factors as student and worker characteristics, to guide understanding of the effectiveness of the child welfare social work workforce in providing high-quality service to children and families.

In addition to conducting workforce development research and evaluation, CalSWEC is engaged in a number of child welfare services-related evaluation activities, including:

Integrated Behavioral Health and Aging Initiatives 

Additionally, CalSWEC's Integrated Behavioral Health Program (formerly the Mental Health Program, whose name change took effect July 1, 2016) reports on graduation rates, characteristics of students, and curriculum evaluation, which have resulted in several evaluation reports. Similarly, its newest initiative in Aging will generate evaluation reports in the future.

Numerous publications, reports, and presentations have resulted from the data from CalSWEC evaluations.

Other Research and Evaluation Resources

Numerous publications, reports, and curricula have been developed as a result of CalSWEC's work. Many can be found in the CalSWEC resource libraries for Child Welfare and Mental Health. Others have been published as publications, reports, and dissertations.

Research/Practice Partnerships

University/practice partnerships were initiated for the purpose of evaluating emerging practices or programs to inform the development of curriculum and training products for the Title IV-E Stipend and In-Service Training Coordination Programs. 

NHSTEC (National Human Services Training Evaluation Collaborative)

CalSWEC has convened national experts in human services training evaluation regularly since 1998 to build knowledge in this emergent field. Members of the National Human Services Training Evaluation Collaborative participate in the annual National Human Services Training Evaluation Symposia and are part of the National Training Evaluation listserv.

Evaluating Standardized Child Welfare Training in California (Common Core and Supervisor Core)

In collaboration with our In-Service Training Coordinating Partners, CalSWEC supports the development and implementation of a comprehensive strategic plan to evaluate the California Common Core Curricula and Supervisor Core Curricula. 

Research Award for MSW Students

mdsumner@berkeley.eduThe Research Award for MSW Students, renamed the Research Capstone Award for MSW Students beginning in 2017, was established to encourage and support student research that will contribute to the evidence base for policy and practice in public human services.

Research-based Curriculum Products Funded by Research & Development Committee

The Research & Development Committee, based on its research priorities, has funded empirical-based curriculum development studies of interdisciplinary and interagency delivery systems.

Conducting Research Using CalSWEC Data

Interested faculty may now use CalSWEC datasets for research projects. 

Title IV-E Child Welfare Stipend Program Evaluation

The Title IV-E Stipend Program evaluates the extent to which the goal is being met to increase the numbers of professionally educated social workers committed to careers in public child welfare serving disadvantaged children and families.

Child Welfare In-Service Training Evaluation

A national leader in in-service training evaluation in the field of child welfare, CalSWEC has hosted the National Human Services Training Evaluation Symposium (NHSTES) since 1998.  It also leads the implementation of the Common Core Curricula Evaluation in collaboration with our in-service training partners.
